Subj: OPERATIONAL RISK MANAGEMENT (ORM)
1. Purpose
Previously established and reissue policy for Operational Risk Management (ORM) as an
integral part of the decision-making process for all navy military and civilian personnel, on or
off duty. It involves training and planning at all levels in order to optimize operational capability
and readiness by teaching personnel to make sound decisions regardless of the activity in
which they are involved.
4. Background
a. The naval vision is to develop an environment in which every individual (officer, enlisted and
civilian) is trained and motivated to personally manage risk in everything they do on and off
duty, both in peacetime and during conflict, thus enabling successful completion of all
operations or activities with the minimum amount of risk.
b. ORM can become the way we do business through leadership, accountability and integrity.
Leaders at all levels are responsible for ensuring proper procedures are in place and
appropriate resources are available. Only through open communication and establishing the
proper command climate can ORM become effective.
